Qwertyman No. 163: Redemption and Reversal

“Enormity” is a word I rarely use in my writing, because I still take it in its traditional, original meaning, which is that of “a great evil, a grave crime or sin.” I would use it in the sense of “the enormity of the Holocaust, in which Adolf Hitler exterminated six million Jews” as well as in “the enormity of Israel’s genocidal assault on the people of Gaza, employing bombing and starvation to bend Palestinians to its will.”

But it has so often been misused as an alternative to “enormousness,” to mean “very large” or “very big” in relation to size, that most modern dictionaries have relented and accepted that secondary definition.

Last week, listening to Sen. Ping Lacson’s revelations about gargantuan sums of money changing hands and being blown at the casinos not by business magnates or heirs to billions but by subalterns at the Department of Public Works and Highways, I saw no inconsistency whatsoever between the word’s two meanings. It was both one and the other, wrongdoing on such a scale that made you wonder if this was still our country, if we still had laws to fall back on, and for how much longer our people would be willing to endure this kind of abuse before the dam breaks and a biblical flood of justice bursts forth to sweep away the evil in our midst.

The quoted sums were mindboggling enough: five DPWH district and assistant engineers in Bulacan accounted for almost P1 billion in casino losses, as reported by Pagcor to Lacson. A district engineer—there were 186 of them at the DPWH last year, according to the Department of Budget and Management—earns a monthly salary of almost P230,000. It’s nothing to sneeze at (my salary as a Full Professor 12 in UP was half that when I retired in 2019, and Filipino minimum wage earners still make less than P20,000 a month), and you could live very comfortably on it if you lead a prudent existence. But who needs prudence when you have tens of millions of pesos in kickbacks to play with at baccarat or roulette?

The theft isn’t even the real crime, the true enormity here; it’s what that money should have been used for, but wasn’t—the prevention of human suffering through public works projects that have instead remained unfinished or grossly substandard. Those engineers weren’t playing with cash and chips—they were playing with lives and futures, the fortunes of entire families and communities gone with a wrong turn of the dice, followed by a casual shrug and a reach for more of the endless chips. 

Forgive these murderous thoughts, but for this alone, once proven guilty, those miscreants deserve to be hanged, or banished to a prison that floods at high tide. One might add that if Digong Duterte had launched a tokhang campaign against the corrupt—but we all know why he couldn’t have—perhaps he wouldn’t be watching windmills from his window now.

Our righteous indignation aside, it’s clear that the buck should and will stop with no other than President Bongbong Marcos, who after all began all this with his surprising and explosive public revelation of the top contractors’ names. Whatever his initial or ulterior motive may have been, that’s practically been rendered moot by the massive outrage and political drama arising over the past few weeks as a result of his action and of the continuing Senate and Congressional investigations. 

In the immediate future, much will hinge on the independent commission that BBM is organizing to probe the issue and on its efficacy. In an ironic turn of history, its credibility will have to match that of the Agrava Commission, whose conclusion that Ninoy’s assassination was the result of a military conspiracy helped to eventually bring his father’s regime down.

But since irony seems to be a strong and inescapable feature of our political life, it may be the perfect time and opportunity for the dictator’s son to become his own man, to redeem his part of the family name, and to prove his doubters and detractors (this martial-law ex-prisoner among them) wrong. He can do that by finding the courage and resolve to pursue this business of weeding out systemic corruption—just beginning with our public works—to its farthest possible conclusion, no matter who or what gets in the way.

Surely PBBM would not have trumpeted this initiative against corruption if he did not expect the money trail to lead back to some of his closest associates and supporters, and even to his family—who, as no one will or should forget, have long stood accused of plunder in the billions, well before the Discayas and their company discovered the short road to riches. The Marcoses may have dodged payment for those debts through favorable court rulings predictably secured upon BBM’s presidential victory, but he cannot escape this responsibility now.

Any attempt to pause or to mute the investigations into this ugly mess will only backfire on BBM and his presidency and invite suspicions of his complicity in these scandals. His only real option is to seize the moment, press on, and do the right thing even if and until it hurts.

I can see many of my liberal cohorts grimacing at the notion that a man we once derided for his profligacy and lack of discipline could lead such a brave and sweeping reform of our society and government, and I have to admit that I too shall remain a skeptic until I see solid results coming out of these investigations. Dismissals and bans won’t be enough for the erring officials and contractors; we want jail time for the guilty and adequate restitution, we want the big fish to fry.

But I’m a great believer in the possibility and the power of redemption (think Saul of Tarsus and Ignatius of Loyola). Even in this seemingly quixotic mission of reforming government, very few people will come to the table with perfectly clean hands—or remain unsullied to the grave. Ultimately less important than their private faults is their public performance—what they did, over the course of their lifetime, to serve the public good and/or to make amends for their past misdeeds and shortcomings.

BBM may be far from the path to sainthood, but he can still employ the vast powers of his office to strengthen constitutional governance in this country, in dramatic reversal of his father’s legacy. If he fails to do that, then he will merely confirm what we have suspected all along. I pray, for once, that we were wrong.

Qwertyman No. 66: Beyond Reportage

IT WAS probably fitting that I finished reading Patricia Evangelista’s highly acclaimed account of “murder in my country,” Some People Need Killing (Random House, 2023), over a holiday devoted to remembering the souls of the departed. I had received a pre-publication review copy from the publisher months ago under a strict embargo not to talk about it until its formal launch. As it happened, it lay under a pile of other books to be read until a flurry of posts and reviews reminded me that it was out in the open, and that the secret—not just the book, but also what it contained—could now be shared.

I can still recall the day—May 15, 2004—while we were celebrating Pahiyas in Lucban when I got the news on my phone that our representative to the English Speaking Union’s annual public speaking competition in London—a bright and pretty wisp of a teenager named Patricia Evangelista—had won the top prize. We were new to the ESU—subsequently we would produce two more global champions—and it was a grand way to announce to the world that we Filipinos could produce more than boxing heroes and beauty queens. Here was 18-year-old Patricia who could think on her feet and speak to issues of international importance, the poster child of Filipino intelligence and audacity, whose command of the English language led her to meeting no less than Prince Philip, the Duke of Edinburgh, in what amounted to a mini-coronation in recognition of her talent.

As magical as that moment was, I can only imagine how, in the months and years following, it must have begun to grate on the young Patricia to be asked to deliver her prizewinning speech in public forums over and over again, like a wind-up doll, and suffer the fate of prodigies who peak too soon. Surely that was just a beginning; surely there was more she could do—had to do—to outlive her Cinderella-like debut in London. 

I would see some of that when she enrolled in my undergraduate Fiction Writing class in UP. I knew who she was and made sure to give her no special treatment—indeed to lean even a little harder on her, knowing she had what it took—but she got a “1.0” all the same, one of the few I ever gave. I can’t claim to have taught her much how to write imaginatively—her own reading had likely primed her for that—but I can’t pretend not to be proud of what she turned out to be, my pride tempered only by fatherly concern.

Today, almost 20 years later, the sometime ingénue returns to the global stage as a hard-bitten, chain-smoking investigative reporter—a “trauma journalist,” in her own words, very possibly one of the world’s best yet again. But there is no real prize, no princely reward, for this kind of distinction, only pain and sorrow which—subdued too many times as a matter of professional discipline—exact their toll on the body and spirit. Patricia has had to suffer that to be able to tell her story as clearly as she could, unimpeded by the hand-wringing and the preachiness that often accompany such exposés of grave misconduct. 

This is not a review of the book’s explosive investigation into the thousands of extrajudicial killings that happened under the Duterte regime—that’s been done very capably by others, and is already the subject of international inquiry. The book will deserve all the journalistic accolades coming its way as an exemplar of excellent reportage. 

I will not even quote from the book, as there are simply too many quotable paragraphs to choose from. Rather, I want to note, from my privileged perspective and for the benefit of younger writers, how Patricia works with language to best serve the truth. Quite apart from its journalistic merits, Some People Need Killing is one of the best textbooks out there for what we now call “creative nonfiction,” a compound of reportage, memoir, history, and fictional technique. Indeed, beyond reportage, the book is a long personal essay in which the author is inextricably part of the story, a significant step away from the impersonal and largely mythic “objectivity” that we associate with traditional journalism.

Probing murder after ghastly murder—sometimes even coming on-scene to prevent one—Patricia is both chronicler and agent, witness perhaps not to the killing itself but to the larger crime of its planning and the exoneration of its perpetrators. Handling the most sensitive and dangerous of material, she draws on more than skill to tell her story; she demonstrates raw courage, an increasingly rare quality among journalists easily seduced and silenced by pragmatism. She names names, which surely will bear consequences both ways. 

I’ve often remarked in my lectures that the most endangered writers in this country are neither the poets nor the novelists, but the journalists who cannot hide behind metaphor and simile to tell the truth. We fictionists make artful lies which governments rarely have the intelligence or the patience to grapple with. Journalists live in the literal world inhabited as well by cops and crooks; what’s interesting is how the flimsy but oft-repeated fictions of “killed while resisting arrest,” so pervasive in this book, emerge from that reality.

Evangelista’s overarching technique is one of narrative restraint, informed by an English major’s awareness of how language and reality shape each other. She constantly parses the perversions of language—how words like disappearsalvageencounterverification, and even her own name assume different uses and meanings over time, in specific contexts. She knows—as I remind my students—that for dramatic effect, less is often more, that short sentences and blunt, single-syllable Anglo-Saxon words rather than the long, Latinate ones favored by lawyers hit closer to the gut and heart.

She is keenly aware of the power of irony—of professed liberals supporting EJK, of a morally ascendant Noynoy Aquino showing little empathy for ordinary folk, of her own journalist-grandfather affixing his signature to a petition supporting the older Marcos, and of communal complicity in the reign of terror. She uses people’s own words against them, quoting from the record. She avoids direct editorializing, or speaking in lofty generalizations like “justice” and “civil liberties,” and instead, in the best noir tradition, sees “sagging two-story tenement buildings (that) opened into dirt roads layered with garbage and last week’s rotten Happy Meal.”

After I had finished the book, I woke up at 4 am from a nightmare about running shirtless down a wet, earthen road. I was lucky. Patricia Evangelista lived through it, and I don’t even know if she’s woken up yet. Have we?

I’D NEVER heard of Ramon Cualoping III and Marco Angelo Cabrera until their names were linked to the recent flap involving the use of no less than the Official Gazette in an apparent effort to sanitize the memory of Ferdinand E. Marcos by removing any reference to martial law—you know, the martial law that Marcos invoked to impose his dictatorial rule on his people from 1972 until he was deposed by a popular revolt in 1986. (Yes, he technically lifted martial law in 1981 but he continued to rule with a rubber-stamp legislature.)

Some Googling revealed that Cualoping was an Ateneo Communication Arts graduate, batch 2004, while Cabrera graduated from San Beda in 2013 and interned briefly with the Department of Foreign Affairs; he had also worked for Sen. Bongbong Marcos. Those are both fine backgrounds for jobs at the Presidential Communications Operations Office—just the kind of posting on which many young writers and lawyers aspiring for a political future have cut their teeth—and I can surmise from the dates provided that Messrs. Cualoping and Cabrera must be in their mid-30s and mid-20s, respectively—too young, therefore, to have personally known what the Gazette expunged.

In the interest of full disclosure, I was a government propagandist myself at an even younger age—19, fresh out of martial law prison. Having dropped out of UP and having worked for the Philippines Herald and Taliba just before martial law, I got a job with the PR section of the National Economic and Development Authority. The irony of going from writing incendiary flyers to trumpeting such new government projects as Pantabangan Dam wasn’t lost on me. But I was getting married and needed a job, and all the old media jobs were gone save for the Express and the Bulletin, so I was thankful for whatever came my way. (I would much later write hundreds of speeches for FVR, among other Presidents and political clients—mostly to pay the rent, occasionally for the sheer privilege—so don’t look at me as some crusading journalist.)

I don’t know what drove Messrs. Cualoping and Cabrera to the Palace; I’m assuming their motives were loftier than mine. I also don’t know what made them officially forget (hey, it’s the Official Gazette, right?) that FM declared martial law. I suspect they knew what happened, but chose to ignore the most salient fact about Marcos’ life, for reasons only they can tell. To his credit, Communications Secretary Martin Andanar effectively reprimanded his staff for the deliberate oversight and corrected the record.

I’ll leave further chastisement of these two gentlemen to the netizens who broke the story. From one PR pro to another, what I can tell them is this: I understand the job you have to do and even your private allegiances, but there are things—very big things much bigger than yourselves—that you just can’t sweep under the rug. Denying martial law or its disastrous effects on our society and economy is like telling Jews that the Holocaust never happened, or was actually a good thing. I salute you for your cheek, but what on earth were you thinking?

There’s a book I’d like to recommend to these two, one which I and a dozen other writers—all students during martial law—put out four years ago on the 40th anniversary of Proclamation 1081, titled Not on Our Watch: Martial Law Really Happened, We Were There. I wasn’t too enamored of the long title at that time, but now I appreciate the emphatic clarity of the thing; it’s just the sort of book martial law amnesiacs and deniers need to read.

But even as we review history, there’s one thing that seems to have escaped many: the current debate about how to look at martial law and where to bury Ferdinand Marcos isn’t about the past; it’s about the future, and what kind of people we are and want to be.

I know that millennials tend to get beat up on because they don’t know enough about martial law, which is hardly their fault since we didn’t teach them enough about it. But it isn’t just them. When people my age express bewilderment over how Bongbong Marcos came so close to becoming Vice President despite his dad’s misdeeds, and how the Marcoses have survived so handsomely, I have to remind them that even under martial law, those of us who opposed Marcos were in the distinct minority. Most Filipinos supported martial law, actively or passively, or it wouldn’t have lasted so long. Like the Germans who supported Hitler, most Filipinos stood by while we faced the truncheons and firehoses—and even applauded 1081, early on, as the antidote to Communism (1972’s “war on drugs”). So what should we be so surprised about?

That’s why I’ve never referred to EDSA 1 as a revolution, because it wasn’t one in terms of changing anything fundamental in the structures and workings of our society. It was a popular uprising, a street revolt led by another faction of the ruling class, with broad support from the metropolitan middle class. That doesn’t mean I didn’t feel euphoric that February, and I still get teary-eyed when I remember the moment; I guess the poignancy comes from knowing what came afterward.

I have no doubt that if the Palace incumbent were to declare martial law today for whatever reason, a majority of Filipinos would support him, although a noisy few of us would be up in arms. Martial law ca. 1972 was also like that, and remained popular for many more years, especially among amoral businessmen who sang its praises until it hit them in the pocket. And then it all went downhill.

Contrary to what you might expect, I don’t see Marcos as a one-eyed ogre, but rather as a calculating Macbeth, keenly aware of his actions and perhaps even troubled by them. In my own turn with revisionism, I’ve even managed to convince myself—as I told the BBC in a recent interview on EDSA (a part which never got aired for lack of time)—that Ferdinand Marcos may have done us a final act of kindness by leaving without ordering a bloodbath. It’s an arguable notion (one I wouldn’t put on the Official Gazette) and it doesn’t change the fact that his regime took what it could until we bled, but as a fictionist and playwright, I like to imagine characters to be more complex than they seem.

A couple of years ago, at a cultural function in Quezon City, Mrs. Marcos preceded me by a few steps down a narrow staircase. She was clearly having a hard time navigating the stairs, and she looked back at me apologetically to say, “Hijo, I’m very sorry I’m keeping you.” I smiled and said, “It’s all right, Ma’am, please take your time.” I felt amused and strangely triumphant.

History is sometimes best seen as a series of comic and tragic ironies, which straight journalism and certainly government tabloids can’t dispense. Come to think of it, who gives a hoot about the Official Gazette? If you want to lie and get away with it, try fiction. I’d be happy to see Messrs. Cualoping and Cabrera in my graduate workshop.
